Within the walls of the notorious Sing Sing Correctional Facility, inmates can find an education--and a new lease on life. This inspiring film looks at prisoners who have found hope and a new state of mind through one of the United States' only in-prison college programs: Hudson Link--a privately funded non-profit organization that offers inmates the chance to earn a diploma.

The Pathways Project is a five-year, Vera-led initiative that provides selected states with incentive funding and technical assistance to expand access to higher education for people in prison and those recently released. The project seeks to demonstrate that access to postsecondary education, combined with supportive reentry services, can increase educational credentials, reduce recidivism, and increase employability and earnings. By validating what works through independent evaluation, the project also hopes to spur national replication and long-term public investment.

The study conducted a meta-analysis and systematic review to measure the effectiveness of correctional education for incarcerated adults and juveniles, respectively, and a survey of states’ correctional education directors to understand concerns and emerging trends.

Degrees of Freedom finds that California has not been adequately providing effective college opportunities for criminal justice-involved students, despite the fact that such access will help California build safer and more economically viable communities.

Based on over 175 interviews, academic research and historical investigation, the report profiles existing programs and identifies recommendations for critical growth and sustainability. It highlights challenges and successful strategies, and sets out a series of concrete recommendations to ensure that future programs are sustainable, scalable and high-quality.
